As was mentioned, Ursula is originally Latin and means “little female bear”. That the name has been a very popular one in Germany has to do with the fact that there has been a lot of devotion for St Ursula, particularly in Cologne (where St Ursula is supposed to have been martyred) and the Rhine area.

Ursula is not uncommon in Germany as a female first name. For example, our Federal Minister for Family Affairs, Senior Citizens, Women and Youth is Ursula von der Leyen.
Of course the name is originally Latin, but this is true for many, many names.

Irene is absolutly right. Ursula comes from latin ursus which means bear. Ursula means little female bear.
In italian it is Orsola and bear in italian is orso.

It is a Latin name, meaning “baby bear” or “bear cub”, but its popularity in Germany arises from the bearer of that name (owch) St Ursula, who is the patron saint of Cologne, where she was martyred, along with a number of virgins, estimated at 11 or 11,000 (a misreading, it is believed, of the original number with the addition of an “M”). The Ursuline order of nuns specialising in the education of girls is named after her, hence the popularity of the name in German speaking countries.
